The primary executive responsibility for the town's municipal government organization lies with the Town Manager who is responsible for the operation of the various town departments.

Andy Lukasik started with the Town of Jupiter in the position of Assistant Town Manager on April 29, 2002. He was promoted to Town Manager on April 20, 2004. Prior to coming to Jupiter, Andy was the Village Manager of Spring Lake, Michigan for approximately six years.

His academic credentials include a Bachelor Degree from the University of Michigan and a Masters Degree in Public Administration from Grand Valley State University in Michigan.

Assistant Town Manager

The Assistant Town Manager serves as the “Chief Operating Officer” and is responsible for overseeing the daily operations of the organization.

An experienced administrative leader, Ms. Lyons joined the Town of Jupiter in 2006 from the Portsmouth, Virginia, Police Department, where she served as the Assistant Director of Administrative Services. In this position she coordinated the Department’s strategic planning and organizational development activities.

Anne is a graduate of Old Dominion University in Norfolk, VA and has completed graduate courses in public health management at the University of North Carolina.
